• The Communist Party of China Central Committee and the State Council on Sunday jointly unveiled a guiding document on the country's work to achieve carbon peaking by 2030 and carbon neutrality by 2060, laying out key specific targets and measures for the coming decades.

  The document outlines five major tasks, including creating a green, low-carbon and circular economy, improving energy efficiency, increasing the share of non-fossil energy consumption, lowering carbon dioxide emissions and boosting the carbon sink capacity of ecosystems.

  China aims to gradually increase the share of non-fossil energy consumption to around 20 percent by 2025, around 25 percent by 2030, and over 80 percent by 2060, by which China will have fully established a clean, low-carbon, safe and efficient energy system, with energy efficiency reaching the advanced international level, according to the guideline.

  The document details measures such as promoting comprehensive green transformation in economic and social development, carrying out in-depth industrial restructuring, accelerating the development of a clean, low-carbon, safe and efficient energy system and accelerating the construction of a low-carbon transportation system.

  顶层设计来了！碳达峰碳中和中央层面总体部署24日亮相。

  中共中央、国务院发布《关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》，作为碳达峰碳中和“1+N”政策体系中的“1”，意见为碳达峰碳中和这项重大工作进行系统谋划、总体部署。

  意见明提出了构建绿色低碳循环发展经济体系、提升能源利用效率、提高非化石能源消费比重、降低二氧化碳排放水平、提升生态系统碳汇能力等五方面主要目标，确保如期实现碳达峰、碳中和。

  中国将逐步提升非化石能源消费比重，到2025年达到20%左右，2030年达到25%左右。到2060年，绿色低碳循环发展的经济体系和清洁低碳安全高效的能源体系全面建立，能源利用效率达到国际先进水平，非化石能源消费比重达到80%以上。

• The State Council on Saturday was authorized to launch pilot property tax reforms in designated regions. The program, which will last five years, will advance property tax legislation and reform in an active and prudent way. It will help guide rational housing consumption and economical and intensive use of land resources, and facilitate the steady and sound development of the country's property market, the decision said.

  10月23日，为积极稳妥推进房地产税立法与改革，引导住房合理消费和土地资源节约集约利用，促进房地产市场平稳健康发展，第十三届全国人民代表大会常务委员会第三十一次会议决定：授权国务院在部分地区开展房地产税改革试点工作。本决定授权的试点期限为五年，自国务院试点办法印发之日起算。

• China has passed an education law that seeks “double reduction” of homework and off-site tutoring in core subjects on Saturday. The new law, which comes into effect on the start of next year, makes parents responsible for children's time to reasonable rest and exercise, thereby reducing pressure and avoiding overuse of the internet.

  10月23日，十三届全国人大常委会第三十一次会议通过了《中华人民共和国家庭教育促进法》，将于2022年1月1日起实施。该法明确，父母或者其他监护人负责实施家庭教育，承担对未成年人实施家庭教育的主体责任。

疫情简报

• Transmission links related to this wave of epidemic resurgence continue to expand. The Chinese mainland reported 35 new local cases yesterday, including 19 from Inner Mongolia, 4 from Guizhou and 4 from Gansu. Beijing, which reported 2 new cases yesterday, has tightened entry restrictions.

  全国昨日新增35例本土确诊病例（内蒙古19例，贵州4例，甘肃4例，北京2例，河北2例，湖南2例，陕西2例）。

• China's HNA Group and its related companies have voted to approve the company's restructuring plan on Saturday. The plan said 320 HNA-related companies will be integrated into HNA's bankruptcy reorganization.

  10月23日，海南省高级人民法院组织对海航集团及相关企业破产重整案的各重整计划草案表决情况进行核查。根据核查结果，海航集团及相关企业破产重整案的各重整计划（草案）均已获得表决通过。计划表明，海航集团有限公司与320家公司将进行实质合并重整。

• China Evergrande Group pulled back from the brink of default by paying a $83.5 million bond coupon before Saturday’s deadline, giving the property giant at least another week to address its debt crisis. The firm said on Sunday that it had resumed work on more than 10 projects.

  中国恒大已于10月21日将一笔9月23日到期的公开巿场美元债利息8350万美元，汇入受托人花旗银行账户，将于10月23日宽限期到期前支付给该笔债券各持有人。10月24日，恒大宣布，深圳、东莞、江门、汕尾、珠海、中山6地10余个项目的复工复产工作正有序进行中。

• HSBC Holdings reported on Monday a 76 percent rise in third quarter profit, as the Asia-focussed bank released cash set aside for expected bad loans that have not materialized. Profit attributable to ordinary shareholders surged to $3.54 billion from last year's $1.36 billion. HSBS’s share rose 0.43 percent today.

  汇丰控股今日午间公布2021年第三季度，列账基准除税前利润增加23亿美元，达到54亿美元，同比增长76%。相关增长由预期信贷损失及其他信贷减值准备拨回，以及应占联营公司利润上升所带动。汇丰控股午后拉升，收涨0.43%。

• Huawei’s HarmonyOS operating system has come to power more than 150 million devices from mobile phones to tablets to smart speakers in two years since its debut. By the end of this year, devices equipped with HarmonyOS will top 200 million, making it the world’s fastest-growing operating system, the company said Friday.

  10月22日，在华为开发者大会上，华为常务董事、消费者业务CEO余承东宣布，鸿蒙系统不断迭代演进，HarmonyOS3开发者预览版正式发布。他表示，截至目前，搭载HarmonyOS的设备数量超1.5亿，成为史上发展最快的终端操作系统，用户数有望在年底超2亿。

金融市场要闻

• China will direct local governments to speed up borrowing via special purpose bonds (SPBs) and meet the annual quota by November, according to the Ministry of Finance, a move that could see a boost in infrastructure investment and support economic growth.

  10月22日，财政部召开2021年前三季度财政收支情况新闻发布会。会上表示，财政部将继续加强对地方的指导，加大对重点项目的支持力度，2021年新增专项债券额度尽量在11月底前发行完毕，持续发挥专项债券对地方经济社会发展的积极作用。

• Chinese stocks closed higher on Monday with the benchmark Shanghai Composite Index closed 0.76 percent higher at 3610 points. The Shenzhen Component Index closed 0.72 percent up at 14597 points. The Hang Seng Index closed 0.02 percent higher at 26132 points.

  周一A股股市集体收涨，截至收盘，沪指涨0.76%，报收3610点；深成指涨0.72%，报收14597点。港股恒生指数收涨0.02%，报收26132点。

• Special Purpose Bonds (SPBs)provide an off-budget source of financing for local government projects. Typically, such bonds were used to finance infrastructure projects to be paid off with cash flow from the project.
