An upgraded version of China’s free trade agreement with New Zealand will enter into force on April 7, paving the way for further economic and trade cooperation between the two nations, the Ministry of Commerce (MOFCOM) announced on Tuesday.

The upgraded FTA will see both countries open their markets for a range of wood and paper products and optimize trade rules such as rules of origin, and remove technical barriers to trade and customs facilitation, the MOFCOM said in a statement.

The upgraded deal also marks an improvement of the quality and efficiency of China-New Zealand free trade relations on the basis of the Regional Comprehensive Economic Partnership (RCEP), the world's largest free trade one, which came into force in January this year. In some cases, the bilateral provisions exceed the level of the RCEP stipulations, experts said.

On the basis of the RCEP deal, China will further open up services sectors including aviation, education, finance and retirees' insurance to New Zealand. The two sides have also pledged to strengthen cooperation in the fields of e-commerce, competition policy, government procurement and the environment.

According to the upgraded agreement, New Zealand has significantly lower barriers to Chinese investments, both private and Chinese government-backed ones, by making smaller sums no longer subject to government review.

The lowered barrier is similar to the treatment allowed to member states of the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP).

2月15日，中国商务部宣布，中国—新西兰自贸协定升级议定书将于4月7日正式生效。双方同意，将以2022年中新建交50周年为契机，高质量实施《升级议定书》，进一步促进两国贸易和投资往来，共同推动两国经贸关系向更高水平发展，不断充实全面战略伙伴关系内涵。

货物贸易领域，中方新增对新方部分木材和纸制品降税，双方进一步完善原产地规则和管理、海关程序与贸易便利化、技术性贸易壁垒等贸易规则。

服务贸易领域，自贸协定升级后，中国将在《区域全面经济伙伴关系协定》(RCEP)基础上，进一步扩大航空、教育、金融、养老、客运等领域对新西兰开放。

规则领域，双方承诺在电子商务、竞争政策、政府采购、环境与贸易等领域增强合作，其中环境与贸易章节超出了今年1月生效的《区域全面经济伙伴关系协定》（RCEP）。

投资领域，新方大幅放宽中资审查门槛，确认给予中国投资者与《全面与进步跨太平洋伙伴关系协定》（CPTPP）成员同等的审查门槛待遇。如果中国政府投资者对新西兰的投资不超过1亿新元、非政府投资者的投资不超过2亿新元，将不需要被审查，比以前新西兰对中国1000万新元的投资审查门槛明显放宽。

• China's inflation gauge consumer price index (CPI) rose by 0.9 percent year on year in January, down from the 1.5-percent increase a month ago. The producer price index (PPI) rose by 9.1 percent, also easing from a 10.3-percent rise in December, according to official data released by the National Bureau of Statistics (NBS) on Wednesday.

  The January CPI is generally stable as related departments worked to secure supply during the Spring Festival. The fall in food prices, particularly the price of pork, has contributed to the slowdown of CPI growth, explained a senior NBS statistician. On the other hand, the NBS said the easing in PPI was due to high-base effect and measures containing high raw material prices like coal and steel.

• CPI和PPI涨幅回落：国家统计局2月16日发布的数据显示，1月份中国消费者价格指数（CPI）同比上涨0.9%，较上月回落0.6个百分点，为去年10月以来最低；工业品出厂价格（PPI）同比上涨9.1%，涨幅较上月收窄1.2个百分点，创6个月新低。

  国家统计局城市司高级统计师董莉娟解读称，1月份，CPI环比由降转涨，同比涨幅回落。各地区各部门持续做好春节前重要民生商品市场供应，居民消费价格总体平稳。食品价格，尤其是猪肉价格下跌。PPI方面，董莉娟称，1月份，PPI环比继续下降，同比涨幅回落。煤炭、钢材等行业价格走低，带动工业品价格整体继续回落。

• The State Administration for Market Regulation and two government authorities, warned on Tuesday that iron ore-related companies should not fabricate or publish any false price information and asked them not to corner and hoard iron ore goods to force up commodity prices.

  中国整顿铁矿石价格：为保障铁矿石市场稳定运行，中国国家发改委价格司会同市场监管总局、证监会期货部于15日召开“提醒告诫专题会议”，包括五矿集团等国内铁矿石贸易企业参与会议。会议告诫相关企业不得编造发布虚假价格信息，不得恶意炒作、囤积居奇、哄抬价格。

新使命，大未来

• The Hong Kong government is selling as much as HK$6 billion in green debt directly to investors for the first time with proceeds to back nine types of sustainable projects run by the city, secretary for financial services and treasury said on Tuesday. Retail investors will be able to buy green bonds for as little as HK$10,000.

  香港首发60亿绿色零售债券：香港特区政府15日举行记者会公布，特区政府将首次发行绿色零售债券，目标发行额为60亿元港币，债券年期为3年，每手1万元。特区政府财政司司长陈茂波表示，绿债募集所得的资金，会直接投放于具环境效益的绿色项目。

疫情简报

• The Chinese mainland added 46 confirmed cases on Tuesday, among which 19 were in Jiangsu province and 15 in Liaoning.

  2月15日，内地新增本土病例46例（江苏19例，其中苏州市18例、南通市1例；辽宁15例，均在葫芦岛市；内蒙古7例，其中呼伦贝尔市5例、呼和浩特市2例；广东3例，均在深圳市；广西2例，均在百色市）。

产经消息及公司新闻

• Huitongda Network Co, an e-commerce platform targeting merchants and suppliers in Chinese mainland's lower-tier cities and rural areas, is expected to debut on the Hong Kong stock exchange later this month. Backed by e-commerce giant Alibaba Group, the company is looking to raise about $284 million, report said on Monday.

  汇通达将香港上市：“农村电商第一股”汇通达网络计划于2月18日正式亮相港股。1月31日，汇通达发布公告，拟全球发售5160.62万股H股，最高发售价为48港元每股。其中香港发售516.07万股，占10%；国际发售4644.55万股，占90%。

• China will likely raise prices of refined oil products on Thursday as global crude prices have been rising since the end of December due to geopolitical tensions. The final decision is still under consideration by the National Development and Reform Commission, report said on Tuesday.

  国内成品油或迎“四连涨”：国内春节长假期间，国际油价在诸多利好下创出自2016年以来新高，过去的一周涨势不止，迈向百元大关。受此影响，2月17日24时，国内油价大概率上调，或迎来“四连涨”。

• Retail sales of passenger vehicles dropped 4.4 percent year-on-year to 2.09 million units in January, data by the China Passenger Car Association showed on Monday. Monthly, the sales declined by 0.6 percent, CPCA data showed.

  1月乘用车销量下降：2月14日，乘用车市场信息联席会发布1月国内乘用车市场运行表现。整体来看，1月，国内狭义乘用车共售出209.2万辆，同比下降4.4%，环比小幅下滑0.6%，走势较为平稳。

• China's centrally administered state-owned enterprises (SOEs) recorded double-digit growth in profits and revenues in January, with net profits growing 10.2 percent year-on-year to hit 142.38 billion, official data showed on Monday. Operating income in January increased 12.4 percent on a yearly basis to reach 3 trillion yuan, while total profit reached 185.27 billion yuan, up 11.3 percent.

  1月央企营收利润均增长：国务院国资委2月14日消息，中央企业突出抓好稳增长，推动实现高质量发展，1月主要经济指标均实现两位数增长：当月实现营业收入3万亿元，同比增长12.4%；实现利润总额1852.7亿元，同比增长11.3%；实现净利润1423.8亿元，同比增长10.2%；上缴税费3521.6亿元，同比增长18.2%。

金融市场要闻

• China's outstanding yuan funds for foreign exchange stood at nearly 21.3 trillion yuan at the end of January, up 33.34 billion yuan from the previous month, the People's Bank of China data shows on Tuesday.

  中国外汇占款余额上升：央行2月15日公布数据显示，至2022年1月末，中央银行口径外汇占款余额为213200.55亿元，环比增加333.35亿元。

• Foreign direct investment (FDI) into the Chinese mainland, in actual use, expanded 17.6 percent year-on-year to $15.84 billion in January, the Ministry of Commerce said on Tuesday. The figure has excluded banking, securities and insurance sectors.

  1月全国吸收外资超千亿元：商务部网站2月15日消息显示，2022年1月，全国实际使用外资金额1022.8亿元人民币，同比增长11.6%，折合158.4亿美元，同比增长17.6%（不含银行、证券、保险领域）。

• Chinese stocks continued to inch up on Wednesday with infrastructure stocks rising across the board. The Shanghai Composite gained 0.57 percent and the Shenzhen Component edged up 0.23 percent. The Hang Seng Index rose 1.08 percent as the TECH Index surged.

  周三A股继续上扬，沪指收涨0.57%，深成指涨0.23%。基建股全天强势，板块掀涨停潮。港股恒生指数涨1.08%，科技指数涨2.3%。
