24日，普京针对乌克兰局势发表紧急电视直播，表示他已决定在顿巴斯地区进行特别军事行动。
Russian President Vladimir Putin on Thursday authorized "a special military operation" in response to the appeal of the leaders of the "republics" in the Donbass region.
普京表示，俄罗斯没有“侵略”乌克兰的计划，俄方致力于缓解乌克兰局势。
"Our plans do not include the occupation of Ukrainian territories. We are not going to impose anything on anyone by force," he said.
普京在讲话中说，30年来俄罗斯一直试图就北约不东扩达成协议，但却受到欺骗、施压和讹诈。普京还指出，北约的战车正在朝着俄罗斯边境移动。
NATO has created fundamental threats year after year, expanding to the east and bringing its military infrastructure closer to Russian borders, Putin noted.
