Chinese authorities have pledged to increase credit issuance and enhance financial support for key businesses and fields as the economy’s downward pressure continues to increase and market entities are struggling.

Strengthened financial support will be given for micro, small and medium-sized enterprises, green development, scientific and technological innovation, energy supply, water conservancy and infrastructure, among others, according to a meeting jointly held by the People's Bank of China (PBOC) and the China Banking and Insurance Regulatory Commission(CBIRC).

Financial institutions need to take responsibility to increase support for the real economy and shore up the nation's economic fundamentals, the statement said.

They need to fully utilise policy tools to facilitate high-quality economic development with appropriate credit growth. Deferred repayments by micro-sized, small and medium-sized enterprises, individual businesses, truck drivers, and personal housing and consumer loans that have been severely affected by the epidemic should be accepted by banks.

The PBOC also vowed to guide banks to “go all out” to increase loans, according to a separate statement published Tuesday about a meeting discussing credit on Monday. The central bank said it would support lenders to lower financing costs, as well as step up help for small businesses in order to stabilize the economy and jobs.

The pledge came after data showed earlier this month that loan growth slumped sharply in April to the worst level in almost five years. In April, new yuan loans in China slowed markedly to 645.4 billion yuan ($95.12 billion), from March's 3.13 trillion yuan. The central bank on Friday lowered the five-year loan prime rate by 15 basis points to 4.45 percent, its biggest cut in the mortgage-referenced benchmark for longer-term lending.

5月23日，人民银行、银保监会召开主要金融机构货币信贷形势分析会，分析研究信贷形势，部署推进当前和下一阶段信贷工作。当日，央行还同步召开了全系统货币信贷形势分析会，部署落实稳定信贷增长工作措施。

从两次会议内容看，重点是从扩增量、稳存量两方面着手。在落实好已出台政策的同时，引导金融机构全力以赴加大贷款投放力度，加大对经济的支持力度。强调对重点区域、重点领域和薄弱环节的信贷支持，加快对接新的有效信贷需求。

疫情对实体经济的影响进一步显现。4月新增社融9102亿，环比少增约3.74万亿，同比少增9468亿；社融存量为326.46万亿元，同比增长10.2%，同比增速较上月末放缓0.4个百分点。4月人民币贷款增加6454亿元，同比少增8231亿元。

会议指出，受国内外超预期因素影响，近期经济新的下行压力进一步加大。金融系统要进一步提高政治站位，增强大局意识和责任意识，齐心协力，加大实体经济支持力度，全力以赴稳住经济基本盘。

结构性方面，央行增加1000亿元支持煤炭清洁高效利用专项再贷款额度，支持经济向绿色低碳转型；设立2000亿元科技创新再贷款和400亿元普惠养老专项再贷款，支持科技强国和应对人口老龄化战略；未来还将推出1000亿元再贷款支持交通运输、物流仓储业融资。这一系列结构性货币政策工具，进一步加大了对重点领域和行业的支持力度。

贷款利率方面，5月LPR（贷款市场报价利率）最新报价5 年期以上调降15个基点至4.45%。

央行指出，当前经济下行压力持续加大，许多市场主体十分困难，货币信贷工作的复杂性、严峻性、不确定性上升，但我国经济韧性强、潜力足、回旋余地广、长期向好的基本面没有改变。

• The State-owned Assets Supervision and Administration Commission (SASAC) issues a notice Wednesday, asking central SOEs to make timely and full payment to small-and-medium sized businesses in order to alleviate their financial difficulties. The Commission also calls for acceleration of rental cuts and exemptions to SMEs and individual businesses in the service sector.

  国资委助力中小企渡难关：25日，国资委发布《关于中央企业助力中小企业纾困解难促进协同发展有关事项的通知》，要求中央企业要及时足额支付账款，助力缓解中小企业资金困难；切实加快减免房租，助力支持服务业小微企业和个体工商户渡过难关。

疫情简报

• Shopping malls and department stores in Shanghai are scheduled to restart on-site operations and open their doors from June 1, the municipality's commerce commission said Tuesday. These businesses are allowed to restart operations in batches, with customer capacity capped at 50 percent until May 31 that will go up to 75 percent after June 1. Meanwhile, the city is pushing for an orderly return to normal for local catering, hairdressing and laundry among other services.

  上海加快复商步伐：5月24日上海市商务委介绍，无疫情风险的区域的购物中心、百货商场等可分批有序恢复线下营业，5月31日之前，客流总量不超过最大承载量的50%；6月1日之后，购物中心、百货商场全面恢复线下营业，客流总量不超过最大承载量的75%。同时，上海有序推动餐饮、理发和洗染等生活服务恢复线下营业。

• The China Academy of Information and Communications Technology released a report on Wednesday analysing the Chinese mobile phone market in April 2022. The report indicates that during April, the domestic market shipped 18.1 million smartphones, down 34 percent year-on-year. Specifically, 14.6 million were 5G smartphones, down 32 percent year-on-year, accounting for 81 percent overall.

  4月国内手机出货量跌逾三成：5月25日，中国信通院发布《2022年4月国内手机市场运行分析报告》。报告显示，2022年4月，国内市场手机出货量为1807.9万部，同比下降34.2%，其中，5G手机1458.5万部，同比下降31.9%，占同期手机出货量的80.7%。

• Monkeypox-related stocks plunged today after over ten companies confirmed that they currently have no plan to develop test kits or treatment for monkeypox on Tuesday. Zj Biotech fell nearly 9 percent, though the company said on Sunday it has a monkeypox nucleic acid assay kit that has been certified in the EU. There have been over 200 confirmed and suspected monkeypox cases overseas, the latest data showed.

  猴痘相关版块股价“过山车”：25日猴痘相关股再度回调，截至收盘，之江生物跌逾8.7%，优宁维、达安基因跌约4%。24日，部分个股已出现下跌。当晚，多家公司包括康希诺等十多家公司澄清，公司目前并无猴痘相关检测及治疗产品。最新数据显示，全球确诊以及疑似猴痘病例已超过200例。

• Chinese online Q&A platform Zhihu has sacked 20 percent to 30 percent of its workforce, with cuts to departments in IT, commercialisation, education, and community operation, media reported Tuesday. The company responded that the situation is tied to “normal business and organisational optimisation and adjustment”. Shares of Zhihu dropped 10 percent in Hong Kong today following a 15 percent slump in New York on Tuesday.

  知乎回应新一轮裁员：据媒体24日报道，在线问答社区知乎启动新一轮裁员，根据部分团队被裁人数占比，多名知乎员工估算本轮裁员规模在20%-30%之间，覆盖技术、商业化、教育和社区等多项业务。对此，知乎方面回应：相应情况属于正常的业务和组织优化调整。隔夜知乎美股股价大跌14.74%，今天港股收跌9.91%。

• Tencent is reportedly firing swathes of people from its gaming and fintech departments as massive layoffs that started in March continue. Meanwhile, the tech giant has appointed a new head of its news business. He Yijin has replaced Wang Shimu as head of Tencent News and editor-in-chief of QQ.com, an internal company document showed Monday.

  腾讯裁员换高管：据报道，腾讯3月起开启的裁员仍在继续，目前正在进行新一轮裁员。多位不同业务线的腾讯员工称包括腾讯云、游戏业务、广告业务、内容业务等部门均涉及。23日，腾讯内部发文任命何毅进担任腾讯新闻业务负责人兼任腾讯网总编辑。原腾讯新闻负责人王诗沐将调任PCG“社交平台与应用线”，负责幻核等创新业务。

财报速递

• Chinese internet and online game services provider NetEase reported Tuesday a net revenue totalled 23.6 billion yuan in the first three months, up 14.8 percent year-on-year. Net income attributable to shareholders was 4.39 billion yuan, compared to 4.44 billion yuan a year ago. Its first-quarter net revenue for online gaming services came in at 17.3 billion yuan, and Cloud Music earned a net income of 2.1 billion yuan.

  网易Q1营收236亿：5月24日网易公布了2022年第一季度业绩。财报显示，一季度网易净收入236亿元，同比增长14.8%；净利润43.94亿元，略低于上年同期的44.39亿元。网易游戏服务净收入为173亿，同比增加15.3%；云音乐净收入为21亿元，同比增加 38.6%。

• Luckin Coffee, which only emerged from bankruptcy proceedings last month, reported its first quarterly profit as the Chinese coffee chain operator marches solidly on despite the Covid impact. Luckin logged net profit of 19.8 million yuan in the first quarter, compared to losses of 232.5 million yuan the same period last year, according to the firm’s latest earnings report yesterday. Revenue soared 89.5 percent to 2.4 billion yuan, driven by increased sales, more customers, a greater number of stores and higher prices.

  瑞幸咖啡Q1表现强劲：5月24日，瑞幸咖啡发布的2022年第一季度财报显示，第一季度总净收入24.046亿元，同比增长89.5%；一季度净新开店556家，门店数量增至6580家；一季度月平均交易客户数为1600万，较2021年同期增长83%。

金融市场要闻

• Three Chinese authorities including the Ministry of Housing and Urban-Rural Development Tuesday rolled out a phased supportive policy on deferring housing provident fund contributions, saying that enterprises affected by the epidemic can apply for postponing of payment and make the payment afterward. The regular withdrawal and loan application of the fund would not be affected.

  三部门发布公积金阶段性支持政策：住建部、财政部、人民银行24日发布《关于实施住房公积金阶段性支持政策的通知》。通知明确，受新冠肺炎疫情影响的企业，可按规定申请缓缴住房公积金，到期后进行补缴。在此期间，缴存职工正常提取和申请住房公积金贷款，不受缓缴影响。受新冠肺炎疫情影响的缴存人，不能正常偿还住房公积金贷款的，不作逾期处理，不作为逾期记录报送征信部门。

• The State Council on Thursday issued a guideline on further revitalising existing assets and expanding effective investment to promote the healthy development of real estate investment trusts (REITs) in the infrastructure sector. More qualified infrastructure REITs projects are encouraged to go public as project reviews will be further accelerated.

  鼓励更多基础设施REITs上市：25日，国务院办公厅发布关于进一步盘活存量资产扩大有效投资的意见提出，推动基础设施领域不动产投资信托基金（REITs）健康发展。进一步提高推荐、审核效率，鼓励更多符合条件的基础设施REITs项目发行上市。

• Chinese shares rallied in late trading on Wednesday to rebound from their worst session in nearly three weeks thanks to Beijing’s economic support measures. The Shanghai Composite gained 1.19 percent and the Shenzhen Component edged up 0.7 percent. Energy and transport shares went up more than 2 percent each, while utilities stocks climbed 3.1 percent. The Hang Seng Index also closed 0.29 percent higher.

  周三A股集体走强。截止收盘，沪指涨1.19%，深成指涨0.7%，创业板指涨0.32%。板块方面，港口航运、汽车整车、电力行业、传媒影视、生物医药等涨幅居前。港股恒生指数收涨0.29%，恒生科技指数收涨0.28%，国企指数涨0.22%，红筹指数涨0.07%。
