章祖申，字苣生，号无可，浙江吴兴人。1904年甲辰进士。历任翰林院编修，出使俄国使馆二等参赞，驻荷兰使馆二等参赞代办使事，驻俄国使馆一等秘书，驻西班牙使馆一等秘书。1913年12月，任驻比利时使馆代办公使。1914年7月，任北京政府外交部参事，1920年10月，任驻瑞典兼挪威特命全权公使。曾授二等大绶嘉禾章，三等文虎章、二等宝嘉禾章。
