CBN丨China’s inflation up 2% in 2022

China's consumer price index, a main gauge of inflation, grew by 1.8 percent year-on-year in December, up from 1.6 percent in November, the National Bureau of Statistics said on Thursday.

The country's full-year consumer inflation rose by 2 percent year-on-year, the NBS said.

Dong Lijuan, an NBS statistician, attributed China's stable prices to the government's measures to effectively coordinate COVID-19 controls with economic and social development and ensure stable supply and prices.

Compared with a year ago, food prices increased by 4.8 percent in December, up from 3.7 percent in November. Pork, a food staple in China, saw prices surge by 22.2 percent, while that of eggs and fresh fruits rose by 10 percent and 11 percent, respectively. However, fresh vegetable prices fell by 8 percent.

On a month-on-month basis, the December CPI reading was unchanged from November, meaning no price growth was registered. That compares with the 0.2 percent decline in the previous month, the NBS said.

The growth in core CPI, which excludes volatile food and energy prices and is deemed a better gauge of the supply-demand relationship in the economy, rose by 0.7 percent in December, versus a 0.6 percent increase in November.

Meanwhile, China's producer price index, which gauges factory-gate prices, decreased by 0.7 percent year-on-year last month after a 1.3 percent decline in November.

On a month-on-month basis, the PPI declined by 0.5 percent in December after a 0.1 percent increase in the previous month, according to the NBS.

国家统计局12日发布的数据显示，2022年12月中国消费者价格指数（CPI）同比上涨1.8%，涨幅较11月扩大0.2个百分点，工业品出厂价格（PPI）同比下降0.7%，降幅较11月收窄0.6个百分点。

2022年全年，全国居民消费价格比上年上涨2.0%，实际增长低于预期目标。专家预计2023年全年CPI同比上涨2.0%，基本处于合理区间。

食品方面，弹性最大的猪肉与鲜菜走出相反行情，其中猪肉价格受疫情影响需求明显转弱，前期压栏惜售行为转为集中出栏，价格出现急跌。2023年春节较往年提前，导致鲜菜价格提早出现节日性上涨，2022年12月中下旬鲜菜、鲜果涨幅较大。扣除食品和能源价格的核心CPI略有回升，同比上涨0.7%，涨幅比上月扩大0.1个百分点。

PPI方面，2022年12月，受石油及相关行业价格下降影响，PPI环比由涨转降；受上年同期对比基数走低影响，同比降幅收窄。

国家发改委价格司司长万劲松在12日举行的一场发布会上指出，2022年中国CPI全年上涨2%，大幅低于美欧等发达经济体，也明显低于新兴经济体的涨幅。国际胀、国内稳，对比十分鲜明。

展望2023年，万劲松说，尽管国际大宗商品价格可能高位波动，输入性通胀压力仍然存在，但中国物价保持平稳运行具有坚实基础。粮食生产连续丰收，生猪产能合理充裕，重要民生商品供应充足，基础能源保障有力，保供稳价体系进一步健全，完全有信心、有能力继续保持物价总体稳定。

• Guangdong has set a goal of 5 percent of GDP growth rate in 2023, according to the province’s government work report today. In 2023, the province's fixed-asset investment is expected to increase by 8 percent, retail sales of consumer goods by 6 percent, total import and export volume by 3 percent. The CPI increase is expected to be about 3 percent and unemployment rate will be kept below 5.5 percent. The southern manufacturing powerhouse expects its 2022 GDP to reach 12.8 trillion yuan, staying on national top spot for 34 consecutive years.

  广东2023年GDP预期目标5.5%：1月12日上午，广东省第十四届人民代表大会第一次会议开幕。广东省政府工作报告回顾了过去一年的工作，预计2022年全省地区生产总值达12.8万亿元，五年跨过3个万亿元级台阶、年均增长5%，连续34年居全国首位。报告指出，预计2022年全年广东GDP增长2%左右。同时，报告划定了今年主要预期目标：地区生产总值增长5%以上；固定资产投资增长8%，社会消费品零售总额增长6%，进出口总额增长3%；规模以上工业增加值增长5.5%以上；地方一般公共预算收入增长5%；居民人均可支配收入增长与经济增长基本同步，居民消费价格涨幅3%左右；城镇新增就业110万人以上，城镇调查失业率控制在5.5%以内；粮食产量1268万吨以上。

• Couples having a third child or more in Shenzhen will be eligible for a cash allowance of 19,000 yuan until the child turns three years old, according to a document released by the city’s health commission on Wednesday. Payments for having the first and second child will be 7,500 and 11,000 yuan, respectively, until the child turns three, said the document, which is seeking public opinion. Meanwhile, Jinan in Shandong province said mothers who give birth to a second or third child this year will receive a childcare subsidy of 600 yuan each month for three years, according to a notice released by the local government on Tuesday. The Jinan government also announced preferential policies on housing, healthcare and education for families with multiple kids.

  多地“发钱”鼓励生育：1月11日，深圳市卫健委就《深圳市育儿补贴管理办法》公开征求意见。《管理办法》初步拟定深圳市育儿补贴标准：生育第一个子女的，办理出生入户后发放一次性生育补贴3000元，另外每年发放1500元育儿补贴，直至该子女满3周岁，三年累计发放补贴7500元；生育第二个子女的，办理出生入户后发放一次性生育补贴5000元，另外每年发放2000元育儿补贴，直至该子女满3周岁，三年累计发放补贴11000元；生育第三个子女的，办理出生入户后发放一次性生育补贴10000元，另外每年发放3000元育儿补贴，直至该子女满3周岁，三年累计发放补贴19000元。10日，济南也推出了一揽子举措鼓励生育举措，提出本市户籍按照生育政策2023年1月1日以后出生的二孩、三孩家庭，每孩每月发放600元育儿补贴，直至孩子3周岁；加强住房保障支持，生育三孩的缴存职工家庭，申请住房公积金贷款购买首套自住住房的，一人缴存住房公积金的职工家庭最高可贷额度提高至60万元，两人及以上家庭最高可贷额度提高至100万元。

新使命，大未来

• The Hong Kong SAR government announced on Wednesday evening that the express rail link between Hong Kong and the mainland will resume on January 15. Up to 5,000 tickets each way per day will go on sale from noon on Thursday. At the preliminary stage of resumption, passengers can mainly travel to Shenzhen and Guangzhou, with new stops available at Dongguan, Dongguan South and Guangzhou East, on top of some original ones. People traveling to and from the mainland must obtain a negative PCR test result within 48 hours.

  广深港高铁香港段15日恢复通车：因疫情停运近3年的广深港高铁福田至香港西九龙段计划1月15日逐步恢复运营，香港西九龙站同步恢复办理客运业务。据了解，广深港高铁车票将于1月12日12时进行预售。香港特区政府运输及物流局局长林世雄12日公布，高铁复通初期将恢复部分短途服务，每日售票上限为1万张。港铁公司随后补充指，高铁短途复通后新增3个站点，将全面引入票务电子化。复通初期，会恢复往来香港西九龙站至福田、深圳北及广州南的站点，以及新增往来广州东的服务。中途站则包括光明城、虎门、庆盛及新增的东莞南和东莞站。防疫要求方面，与其他口岸相同，一般来往两地的人士须持有48小时内的核酸检测阴性结果报告。

• The COVID-19 treatment Molnupiravir is expected to hit the Chinese market on Friday, after passing its first import test on Wednesday, according to the president of Sinopharm, the dealer and exclusive agent for the drug in the domestic market. The first batch of Molnupiravir, developed by US pharmaceutical giant Merck, arrived in Shanghai on January 4. The drug was initially priced at 1,500 yuan for a bottle of 40 pills. US pharmaceutical giant Merck on Wednesday revealed that it is in licensing talks with Sinopharm for the latter to produce the drug in China.

  默沙东新冠口服药拟在华生产：1月11日傍晚，默沙东中国发布的一则关于默沙东新冠药物莫诺拉韦胶囊声明中透露，默沙东集团已与国药集团展开莫诺拉韦的生产技术许可谈判，以便国药集团未来可以在中国境内生产和供应该药。11日国药控股总裁刘勇表示，全球首款获批口服新冠药莫诺拉韦胶囊由国药代理，已于11日通过首次进口的药品检验，预计本周五在国内上市。莫诺拉韦胶囊在中国首发报价出炉，每瓶（40粒）的价格为1500元。

• CNOOC said on Wednesday that it would raise its production target and capital expenditure budget for 2023, with nine new projects expected to come on stream this year. China's biggest offshore oil and gas driller expects its targeted net production this year will reach 650 million to 660 million barrels of oil equivalent and total capital expenditure for 2023 is budgeted at 100 billion yuan to 110 billion yuan.

• Vaccine-makerCanSino Biologics is planning to issue global depositary receipts (GDRs) and float the securities on the SIX Swiss exchange, according to a Tuesday exchange filing. CanSino did not disclose the size of the offering, or how it plans to use the proceeds, but it is looking to “raise sufficient funds and financial resources” for its globalization strategy.

  康希诺拟赴瑞士上市：康希诺10日晚间发布公告称，筹划境外发行全球存托凭证（GDR）并在瑞士证券交易所上市。康希诺表示，此次境外发行将与境外资本市场实现直接对接，提升公司海外品牌知名度和多渠道融资能力，为公司国际化战略发展提供充足的资金和金融资源保障。

• Hotel bookings in Thailand have surged almost 12 times during the week Jan. 21 to Jan. 27 from the same period last year, according to online travel agent Trip.com. And so far this month, Thai hotel bookings on the platform have soared nearly six-fold year on year, a third of which were made by people on the mainland.

  泰国酒店春节再迎“中国热”：12日，携程数据显示，1月以来，目的地为泰国的酒店预订量同比增长480%，其中来自中国内地游客的预订占比超过三成。今年春节假期，内地旅客赴泰酒店的预订量同比增长近12倍。

• China's Ministry of Commerce and the central bank on Tuesday asked banks to provide more convenient and efficient settlement services, extend overseas yuan lending and encourage innovation in cross-border yuan settlement to better meet the needs of cross-border yuan investment and financing. The regulators will continue to support yuan pricing and settlement of bulk commodities, encourage overseas investors to invest in China using the yuan, and promote yuan settlements in trade and investment. Efforts should be made to promote cross-border use of the yuan, leveraging on the construction of pilot zones for free trade, the notice said.

  鼓励银行开展境外人民币贷款：11日央行官网消息，商务部和中国人民银行近日联合印发《关于进一步支持外经贸企业扩大人民币跨境使用 促进贸易投资便利化的通知》。通知要求，便利各类跨境贸易投资使用人民币计价结算，推动银行提供更加便捷、高效的结算服务；鼓励银行开展境外人民币贷款，积极创新产品服务，更好满足企业跨境人民币投融资需求；因企施策，增强优质企业、首办户、中小微企业等主体获得感，支持供应链核心企业等发挥带动作用；依托自贸试验区、海南自由贸易港、境外经贸合作区等各类开放平台，促进人民币跨境使用；结合企业需求提供交易撮合、财务规划、风险管理等业务支持，强化保险保障，完善跨境人民币综合金融服务；发挥相关资金、基金等引导作用；开展多样化宣传培训，促进银企对接，扩大政策受益面。

• China has added a new function to its digital yuan payment app so that mobile phone can still be used to make payments without internet connection or power. The Tap to Pay function can be used to complete payments even when mobile phones are powered off. The system is now available with Android-based mobile phones, and will be available on other handsets in the future. Users can find the payment-without-internet-or-power function in the payment settings of the e-yuan app.

  数字人民币无网无电支付功能上线：11日媒体获悉，数字人民币无网无电支付功能已在数字人民币APP上线。在部分安卓手机用户中，数字人民币APP硬钱包的“支付设置”模块，新增“无网无电支付”入口。所谓数字人民币手机终端无网无电支付是指用户在手机关机的情况下，仍然可以使用手机“碰一碰”收款终端完成支付。无网无电支付功能可解决用户在手机无电关机下不能支付，同时未随身携带实物现金应急的痛点，保障用户在极端情况下可继续使用数字人民币支付业务。

股市收盘情况

• Chinese stocks closed higher on Thursday with the benchmark Shanghai Composite inching up 0.05 percent, and the Shenzhen Component gained 0.23 percent. Hong Kong’s Hang Seng index ended 0.36 percent higher, while the TECH index dropped 1.32 percent.

  A股震荡港股收涨：周四A股全天大幅震荡，截至收盘，沪指涨0.05%，深成指涨0.23%，创业板指涨0.51%，两市全天成交额6815亿元。港股高开低走，午后翻红，恒生指数收涨0.36%，恒生科技指数跌1.32%。
