天津市城管委回复称
经核实，
到达飞盘状观景台，
需经由斜电梯上升到达，
但该电梯通道属于独立通道，
建设期未预留专用逃生通道，
一旦出现火灾等险情，
无法进行逃生，
故不能开启。
