《中国共产党基层组织选举工作条例》规定：“因故未出席会议的党员或者代表不能委托他人代为投票。”规定未出席会议的选举人不能委托他人代为投票，可以防止在选举中可能出现的搞亲亲疏疏、团团伙伙一类的不正常现象。
