李英早年在卓资县工作，曾任福生庄乡副乡长，福生庄乡党委副书记、纪委书记，八苏木乡党委副书记、乡长，十八台镇党委书记，县委常委、宣传部部长。
2007年10月，李英调任集宁区副区长。2011年4月，李英任集宁区委常委、副区长，并于当年12月明确为集宁区委常委、常务副区长。2013年5月，李英任集宁区委副书记、常务副区长。
2016年，李英回到卓资县工作，任县委副书记、县长，五年后平调丰镇市委副书记、市长，直到近日升任丰镇市委书记。
之前担任丰镇市委书记的王镇海已于今年1月升任乌兰察布市副市长。
