当地时间11月13日，黑海港口城市塞瓦斯托波尔市的市长拉兹沃扎耶夫发布消息称，当地一辆汽车发生爆炸，导致车上一名军人丧生。事件原因正在调查中，暂不能排除是人为破坏。
部分俄罗斯媒体报道称，死者是黑海舰队第41导弹艇旅参谋部主任。目前官方对此消息暂无回应。（央视新闻）
