当地时间16日，亚太经合组织(APEC)第三十一次领导人非正式会议在秘鲁首都利马举行，然而，闭幕合影中，日本首相石破茂缺席。
报道称，石破茂当天前往利马郊外的日裔秘鲁前总统藤森的墓地献花。日本外务省官员透露，由于交通堵塞，石破茂未能及时赶回参加合影。
