全面禁止林粮间 作 两个原因

一、在“三调”和国土年度变更调查中，林粮间作模式使得大量林地被误调查为旱地等非林地类。
二、当年完成林木采伐后，直至次年才开展造林工作，且在更新造林前的这段时间，于采伐迹地上种植一茬农作物。这种行为导致林地用途发生实质性改变，在 “” 以及国土年度变更调查过程中，种植农作物的采伐迹地被错误认定为耕地。
