国家发改委4月8日就《油气管网设施公平开放监管办法（征求意见稿）》公开征求意见。为提高油气管网设施利用效率，促进油气安全稳定供应，规范油气管网设施开放行为，维护油气管网设施运营企业和用户的合法权益，建立公平、公正、竞争、有序的市场秩序，根据《中华人民共和国能源法》有关规定，制定本办法。
